Symptoms
The following error is reported in the alert.log of the databasefor an EBS R12 application.

ORA-03137: TTC protocol internal error : [3149] [] [] [] [] [][] []
ORA-03149: Invalid Oracle error code

The EBS environment has a 10.1.2 (Forms and Reports) client butcan also have a 10.1.3 client.

 

Cause
This is due to Bug 14489591: ODP/OCI 12.1: PASSTHROUGH OF NULLFAILS: ORA-01459: INVALID LENGTH FOR CHAR STR, fixed in 11.2.0.4and 12.1.0.1 clients

 

Solution
Bug 14489591 is a client fix, so the fix should be applied to theclient application:
? Check if the client is 32 or 64-bit to download the correctversion of the patch

?This can be done by executing following commands on the 10.1.2or 10.1.3 ORACLE_HOME:
?ls -l $ORACLE_HOME/lib/libclntsh.so.10.1
?file libclntsh.so.10.1
?ls -l $ORACLE_HOME/bin/sqlplus?file $ORACLE_HOME/bin/sqlplus
1. Apply patch 14489591  on top of the 10.1.0.5RDBMS client included in 10.1.2/10.1.3 (Forms and Reports) OracleHome

The following step is crucial to get the bug fixed. If frmweb isnot relinked, the ORA-3137 will still be reported although patch14489591 is applied
 
2. Relink 'frmweb':
  a) Bring down the application services
  b) $cd $ORACLE_HOME/forms/lib32
      $make -f ins_forms.mk installl
  c) Bring up the application services

  Remark: Instead of bringing down theapplication services, you can also execute "adopmnctl.shstopall"
