pyqt5.8.2没有qt Designer和assistant exe的问题

最近在折腾python3.6 pyqt5.8 eric6.

发现通过pip install PyQt5安装的程序，缺少可执行文件

各个版本都试过，python3.6  pyqt5.7和5.8之后的真的没有。

后来在https://pypi.python.org/pypi/pyqt5-tools

找到了新的补丁，总算是搞定了，特此发文。

Tools to supplement the official PyQt5 wheels

The PyQt5 wheels do not provide tools such as Qt Designer that were included in the old binary installers. This package aims to provide those in a separate package which is useful for developers while the official PyQt5 wheels stay focused on fulfulling the dependencies of PyQt5 applications.
