解决方案：在eclipse里面更新插件，提示重启eclipse时，不要点击重启，先把eclipse.exe改名，再点重启eclipse，比如我的报错中路径就是H:\Desktop\eclipse2\eclipse.exe，（好像软件自身的权限不足以删除"eclipse.exe"这个文件，我猜是windows系统的机制）
