我使用VS2013  Python3.5  TensorFlow 1.3  的开发环境

 UnicodeDecodeError: 'utf-8' codec can't decode byte 0xff in position 0: invalid start byte

在是使用Tensorflow读取图片文件的情况下，会出现这个报错

代码如下

　　出现的报错如下：
