What is MCPTT


MCPTT new global standard, which will replace legacy group communication systems, such as VHF, TETRA, P25, iDEN and others.

Key-advatage is that MCPTT is based on LTE-architecture and will be available for both, goverments/public safety as well as commercial users. This market-approach drives costs down due to economies of scale. Sharing network-infrastructure with commercial users ensure adequate capacity for emergency situation, where public safety will have priority over commercial users.

3GPP has been focused on network infrastructure. Client-side is left up to manufacturers to design and implement according to the market requirements.


Who specified and support MCPTT

Sources of input requirements for MCPTT include:

  • The First Responder Network Authority (FirstNet) – the government network operator for the public safety community in the United States.
  • The United Kingdom Home Office – the office responsible for the development of the next generation public safety communications system in the UK.
  • The work of the National Public Safety Telecommunications Council (NPSTC) – an organization made up of all the major public safety organizations in the United States.
  • The TETRA and Critical Communications Association (TCCA), which is considering LTE for Mission Critical Push to Talk.
  • The Association of Public safety Communications Officials (APCO) Global Alliance, which has also endorsed LTE as the technology of choice for public safety communications worldwide.
  • Telecommunications Industry Association (TIA) is considering LTE for critical communications involving LTE mission-critical voice service and interworking with P25 and is creating related requirements for PTT (TIA-4973.201, “Requirements for Mission Critical PTT and Related Supplementary Services”).
  • Open Mobile Alliance (OMA) has defined Push to talk over Cellular (PoC) specifications with several components that could provide partial support for Mission Critical Push to Talk.
  • European Telecommunications Standards Institute (ETSI) TC TETRA and Critical Communications Evolution (TCCE) has opened a work item: DTR/TETRA-01203, User Requirements Specification Mission Critical Broadband Communications Part 2 Critical Communications Application.

  • Other regional requirements not listed may also be reflected in the work. While previous such standards have often been regional, there is a strong desire for the next generation of Mission Critical Push To Talk to be based on a single, widely adopted global standard.

    Due to fragmented market and lack of global standards, legacy systems market is not known precisely - however, it is estimated that installed base is currently between 30-60 million radios (depending on source, Sepura/Aeroflex/Motorola) and annual PMR market value somewhere between $10-20bln. 

    These figures are expected to grow remarkably due as MCPTT services will became available not only to governments but also for commercial users which mean much larger market and economies of scale will make systems and services economically feasible for SMEs.
