英国外交大臣访问西藏，北京 (British Minister Visits Tibet, Beijing)

英国外交国务大臣伊万.刘易斯本星期访问西藏与地方领导人会谈，这是刘易斯整个中国行程的一部分。

British Foreign Office Minister Ivan Lewis is visiting Tibet this week for talks with regional leaders as part of a larger trip to China.

Lewis will visit the Tibetan capital, Lhasa, as well as the Chinese capital, Beijing, between Monday and Thursday.

The Foreign Office says Lewis will be exploring the political, economic, social and cultural situation of Tibetans.

The human rights group Free Tibet is urging the British minister to raise concerns about the treatment of Tibetans in his talks with Chinese officials.

The group says Chinese authorities are using widespread torture as a weapon to instill fear and self-censorship in Tibet. It also accuses China of denying Tibetan detainees fundamental rights and legal safeguards guaranteed in Chinese law.

A report in a major U.S. newspaper outlines allegations of massive voting fraud committed to help Afghan president Hamid Karzai win re-election.

The New York Times Monday quotes unnamed Afghan and Western officials saying Mr. Karzai's supporters created as many as 800 fake polling stations that produced hundreds of thousands of fraudulent votes.

The Times says the votes counted for Mr. Karzai at some polling stations may be 10 times higher than the number of people who actually voted.

Afghanistan's Independent Election Commission says votes from nearly 500 polling stations across the country have been invalidated due to allegations of widespread fraud.

Partial election results show that Mr. Karzai has 48.6 percent of the vote, while his main challenger Abdullah Abdullah has 31.7 percent. The count is based on returns from about 75 percent of the country's polling sites.

A candidate needs to win more than 50 percent of the vote to avoid a runoff.
