启动softAP过程：

1）出现NULLPointer，发现跟蓝牙有关，去掉setting里面TetherSettings.javaupdateBluetoothState。

2）提示“Exceptionin softap start java.lang.IllegalArgumentException: command '101softap fwreload wlan0 AP' failed with '501 101 SoftAP command hasfailed'”

因为我们driverAP不用固件。

Setting->WifiManger->WifiService->WifiController->NetworkManagementService(wifiFirmwareReload)->NativeDaemonConnector(execute)->CommandListener->SoftapController(fwReloadSoftap)->wifi_get_fw_path如果WIFI_GET_FW_PATH_AP为空，则returnResponseCode::CommandParameterError。修改为ResponseCode::SoftapStatusResult即可。
