云平台居智慧城市核心地位

智慧城市是新一代信息技术条件下我国城市信息化建设的必然选择，也是我国新型城镇化建设的重要驱动力量。云计算平台应该在地方智慧城市规划方案中占据核心地位，云计算平台的规划设计应该在各智慧城市建设项目之前完成并实施，即使是有的项目先于云计算平台建设完成，也仍然应该考虑采取技术措施将其逐步过渡，纳入到统一的云计算平台中来。

    云计算对智慧城市建设的另一价值就在于，云计算改变了项目建设的资金使用方式，由一次性的大额项目投入转化成细水长流式的租金支付，因而能够极大地减轻地方智慧城市建设的资金压力，同时也为中小城市开展大型的复杂信息化系统建设，提供了一条经济适用的实现路径。
