1. how translate specific exceptions

Nova change Ibdcb870aff1a59948136f1f9c3e30390e7f081b0 is fixing a bug
where boot from volume fails to attach a volume but the instance can't
be deleted because detach fails since there are no attachments, so the
instance is not deletable via the compute API.

Matt Riedemann submit a patch https://review.openstack.org/#/c/209150/ try to fix this as part of the nova fix, he want to "Return a specific exception for detach fails when no attachments".
But finally Cinder cores decide to just return instead of raise: https://review.openstack.org/#/c/212193/ , this patch haved merged just this morning.
