原因是当前xml文件中定义的提示文件语法位置URL路径http://struts.apache.org/dtds/struts-2.3.dtd指向的是Apache网页上面的struts-2.3.dtd文件，每次都需要到该网索引关键词和内容，无法连接时，开发工具就无法提示,所以需要在你的myclipse或者eclipse开发工具中配置该dtd文件路径，window-preferences-XML Catalog-Add-location-FileSystem:D:\Java_Wed\struts-2.3.24.1\lib\struts2-core-2.3.24.1(参考Struts2目录)-Key type:url-key(http://struts.apache.org/dtds/struts-2.3.dtd)
