Reference Index in Latex With IEEE trans

Recently I wrote a paper with ICIP template, but I find when I uses BiTex it will confront a mistake that (…*.bbl ! LaTeX Error: Something’s wrong–perhaps a missing \item.

Most people told that U can do like this:

I tried but failed. I thought it was my RP problem, but I found that U can solve this problem by two ways.
One is stupid but useful:

\bibliographystyle{IEEEbib}\bibliography{strings,refs}\begin{thebibliography}{99}\bibitem{}Thaipanich, Tanaphol, P.~H. Wu and CC.~J. Kuo, "Low-complexity video error concealment for mobile applications using OBMA," \emph {Consumer Electronics, IEEE Transactions on,} 54.2 (2008): 753-761.\end{thebibliography}

Another way is using cite:

\cite{C2}\cite{Lamp86}\bibliographystyle{IEEEbib}\bibliography{strings,refs}\begin{thebibliography}{99}\end{thebibliography}

strings.bib

@Article{Lamp86,  author =       "A.B. Smith and C.D. Jones and E.F. Roberts",  title =        "Article Title",  journal =      "Journal",  year =     "1920",  volume =   "62",  pages =    "291-294",  month =    "January"}
