SAM和APM

先说下APM是什么：

IT application portfolio management (APM) is a practice that has emerged in mid to large-size information technology (IT) organizations since the mid-1990s[citation needed]. Application portfolio management attempts to use the lessons of financial portfolio management to justify and measure the financial benefits of each application in comparison to the costs of the application's maintenance and operations.

据美国航空航天局办公室的首席信息官所说：

“应用程序项目组合管理（APM）实际上是一个可重复的实施过程，用于评估我们所拥有的应用程序，如果一个应用程序不履行或不符合我们的要求，我们就淘汰它并用一个更好的应用程序来代替它。我们正在尝试通过应用程序项目组合管理来减少我们在维持现有的应用程序（运行的不是很好）上的花费，从而把节省的资金投资到新的和更好的应用程序。”

如果这玩意用来运营，那么应该提供如下价值：

1. Return on investment (ROI) 
2. Economic value added (EVA)
3. Total cost of ownership (TCO)
4. Total economic impact (TEI)
5. Business value of IT (ITBV)
6. Applied information economics (AIE)

这样看来，我们的SAM似乎应该是APM的超集
