使用dbms_random.value生成随机数:
在oracle官方文档中，关于dbms_random.value的定义如下:
VALUE Functions

The basic function gets a random number, greater than or equal to 0 and less than 1, with 38 digits to the right of the decimal (38-digit precision). Alternatively, you can get a random Oracle number x, where x is greater than or equal to low and less than high.
Syntax
DBMS_RANDOM.VALUE
RETURN NUMBER;

DBMS_RANDOM.VALUE(
low IN NUMBER,
high IN NUMBER)
RETURN NUMBER;
翻译如下:该基本函数可以获得一个随机number，范围大于等于0，小于1，小数位精确到38位。或者，你可以得到一个随机的nummber x,x的范围是大于等于low同时小于
high.
使用案例:
1.返回【0，1）之间的数。
SQL> select dbms_random.value() from dual;

DBMS_RANDOM.VALUE()

2.返回【low,high)之间的数
SQL> select dbms_random.value(1,3) from dual;
