QoS issues are closely intertwined w ith perfor-m a nce i ssues, and any com ponent that can impact the performance should potentially be m ade QoS - aware.Instead of just m axim i zing the perform ance, capabili-ties should exist that allow t he perform ance to be man-aged , w ith an overall fram ework that ties everything together.
