System.InvalidOperationException:此实现不是Windows平台FIPS验证的加密算法的一部分
解决方法：
打开注册表，HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\FipsAlgorithmPolicy，将右侧的Enabled从1改为0。
