关于global minimum cut

Stoer–Wagner algorithm似乎比较出名，至少在算法竞赛里面。

但其实Karger–Stein algorithm的复杂度完全不必前者差的。

复杂度是O(n^2log^3n)，失败率1/n。

做weighted graph的部分有点技巧性，挺有意思的。
